Like James, I also took a quick trip to Perth via my computer! I came across this publicly available photo that appears to be taken from the same location as yours but illustrates several things that I mentioned earlier. Notice how the leading lines of the highway extend from the bottom of the frame instead of just coming in from the side. Also, less sky makes the city skyline more predominant, and thirdly, the nighttime exposure makes the scene much more dramatic.
