In my opinion, the 70D is a better camera. It is newer technology and has an edge on the 7D in many features. But, though I’ve never used either camera personally, it doesn’t appear that there’s much of a difference between the two when it comes down to the factors that I consider to be most important:
Sensor size and type: 70D larger, but not by much. Both very high quality.

Frames per second: 1fps fast on 7D, but both are very fast
Viewfinder resolution: 70D better all around, but not much difference here
Live-view: both yes, but 70D has touch screen
Build quality: 70D is better, but they are both built for durability
What you have to do is determine the areas that are most important to you and then find out which camera best suits your needs. You’ve done this well with thinking through the fact that you are not going to be using it for video. If money is not an issue, I would go with the 70D, because it’s better all around and has some pretty cool features: touch screen, in-camera HDR, flip-out screen, video auto-focus, and wi-fi connectivity. However, if the deal expires and you end up going with the 7D, you will not be disappointed. Any Canon with a “D” in it’s title is going to be a night and day difference from the T1i.
