You could try several techniques.
Panning with and without a tripod. Experiment with cars or bikes and people walking and running. Try different shutter speeds.
Use a flash to freeze the subject while using a slow shutter. Set the exposure for the background in manual mode and the flash in ttl mode. It helps if the subject is lit primarily by the flash.
Then of course there is Photoshop.
