Now that’s an interesting use of ‘motion blur’! I guess it does sort of look artistic! You might want to try to isolate the flags so that they’re not overlapping, but depending on what “look” you were going for, I guess that’s pretty subjective. To me, the saturation looks just a little overdone, but again, my screen could be totally different from yours, so that is also quite subjective.
I like it! The red flag creates some great contrast with the blue sky.
