Photographing flags can be a lot of fun, can’t they!
The shape of the two flags creates sort of an arrow pointing out of the picture to the left. Perhaps leave more room over there, and below the flags too. Or, position yourself in such a way to “stack” the flags differently. Instead of overlapping (like a playing card sliding off of the top of a deck of cards), perhaps stack them in such a way that you can see more of the Quebec flag under the national flag. Might break up the solid mass that the two flags create combined. I do like them overlapping, though.
The movement effect is pretty neat. Never tried that before. However, the poles should be tack sharp, which I don’t think they are.
Also notice that the narrow aperture revealed “dust bunnies” over the entire frame. Take the time to edit those out. They show up on solid areas like you have a lot of in this shot.
