Unless you really know how to calculate your exposure exactly, you’re going to have a very hard time getting a properly exposed photo in the daylight with Bulb Mode.
Generally a camera that is advanced enough to have Bulb Mode will also allow you to manually set your shutter speed (Shutter Priority “Tv” mode on a Canon, and “S” mode on a Nikon). You can usually select a shutter speed up to 30 seconds long which should be more than enough for a day-time exposure.
I would suggest you experiment with Shutter Priority Mode on your camera, and see if you can make that work for you. Start out with a fast shutter speed, then slowly start lengthening it till you get the “misty” effect on the water that you want.
